It seems everyone is way too eager to start looking for your entries or decide them via NF, for me to wait until the poll voting deadline. Already some misunderstandings about the rules, which haven't even been established yet. So I'll explain everything with examples. 1. Send your best-placed artist again with a different song, a song that hasn't participated before in the main contest or TWWWSC, nor any other version of any song that has already participated in any WWW contests. It also has to be at least 10 years old, but everyone should know this by now. 2. Best-placed means, the artist that brought your country the highest position. For some countries that would be 1st place, for some 2nd, for others 5th, and so on. 3. There's a "problem" because many countries don't only have 1 best place. Germany, for example, has 6 first places with all different artists. So it's not completely unfair and Germany gets to pick from 6 while many others from 1 or 2, I've decided that the points will determine the top 3 in this case. This would mean Lou Bega, Scorpions and Alphaville are to be chosen from and not Krypteria, Juli and ATC. 4. If there's a featuring artist that is also from your country, they can be sent as a solo act. 5. The rule where you can't send the same artist two editions in a row does not apply to the Special edition. So if you get or tie your highest position in #69 you can send the same artist in #70. I hope I didn't miss anything important. If you need more examples or explanations, please ask. Better to ask something 3 times than to get it completely wrong But there is still a problem when some countries reached their top position only once and so can't choose at all their artist when some others have two or three options. Moreover, in the case of France, we have a situation where Alizée won one edition but with far less points than Julie Zenatti the first time she participated (and Julie Zenatti would be completely uneligible despite the fact she scored more than most of the winners).
It would be much simpler and much more logical in my opinion if everybody could choose the artist among the top 3 scores (amount of points) of the country (whatever the ranking was).

I would agree with that, because the only winner of the 2 winners I have, that I could possibly use (because the other one is impossible to use for their lack of songs) scored less points than both my artists who got 2nd places and one that got 4th in their respective editions. So ranked by points with current rules I'm allowed to use only the artist who scored my 5th highest amount of points, even though it won it's edition. But the biggest issue for me is that I can't possibly use my best artist, which is what this edition is about.

I am fine with the idea. It will have to be Wham for me (or George Michael actually) who I only sent once as a tribute and won lol To be honest I never intended to send him again as it’d be a lame choice imo but it seems like I will have to, as it’s what the theme requires. Also, just because I’ve been reading the comments posted here, I’ll just say what I’ve been saying when it comes to Special Editions in the main contest as well;If you do not like or do not agree with the theme or the way it works, you can simply not participate. As simple as that.
