I'd like to have your songs until 18th July, 24pm CEST. If someone has problems participating in the next edition, but wants to remain in the contest, tell me as soon as possible; we'll find a solution.
Also I've decided to cut the qualification round I had originally planned, because after further consideration I came to the conclusion that this idea would not work well in practice. The 2 participants, who placed in the bottom last edition can just choose their countries from their new continent.

Rules
A. Countries
1. All members of the UN and Taiwan [because it already participated in the past] are eligible to take part.
2. Each participant can take part with their country for an unlimited time [unless they get last place in the semifinal].
3. Two participants, who have participated at least three editions with their current countries, can swap their countries. The host needs to be informed.
4. The number of countries is limited to 19 [7 from Europe, 4 from Asia, 3 from Africa, 2 from North America, 2 from South America, 1 from Australia & Oceania]
5. Due to the low numbers of countries, no borrowing is allowed.
B. Artists
1. Have to be alive.
2. Have to be at least 16 years old.
3. In order to represent a certain country, the artist has to be either...
a) be born there.
b) the child of two parents from there.
c) live there for five years.
4. For bands, either half of the members or all vocalists have to fulfill B.3.
C. Songs
1. Can not be published earlier than September 2015.
2. Has not competed in ESC, has not been selected for ESC or is in an ongoing national selection.
3. Covers are not allowed.
D. Participants
1. Have to submit songs and vote in the semifinals/finals they take part in. Otherwise, they will recieve a strike.
2. Will be banned from the contest, if they have recieved 3 strikes.
3. If voting is not possible for a participant for significant reasons, they will not be given a strike, if they announce this until 48 hours after the voting started. This is not possible two editions in a row. No strikes will also be given, if a participant organizes a replacement voter themselves
4. Generally, a participant/country can not just skip an edition. If it is not possible for a participant to send a song, a substitute participant can take their place for an edition. The participant may select their substitute themselves.
5. Can not vote twice in a semifinal/final or submit two songs in the same edition.
E. Voting
1. Will be in the Melodifestivalen system in the semifinals and in the Eurovision system in the final.
2. Due to the low number of participating countries ties will be broken by the most 12s, 10s and so on.
F. Relegation
1. The last placing countries in both semifinals will be relegated. [e.g participant A with country B from continent C and participant O with country P from continent Q]
2. In the next edition participant A has to choose a country from continent Q and participant O a country from continent C. The new countries may not have participated in the preceding edition.
