Yes and no, every country could get it, but not every country would get it, as it wouldn't make sense to call it "special" permission then. To get a special permission, an important factor is that the country has to have fulfilled something. |

You didn't write anywhere that you got a special permission Moldova does not need to write it. Moldova itself is a special permission, only Slovakia is better.  |
