Actually we wouldn't really like to have a waiting list, as we want our players to be here permanently. The majority of players stays here for many editions anyway, so it wouldn't make much sense to have an official waiting list imo... 
But of course if other people, who cannot join right now, show interest, we'll keep them in mind and contact them when their country becomes free...
