Now that we're coming closer to FSC #40, it's time to announce some things about the Format of this edition:
1. As the theme of the edition already suggests, every country participating in the Eurovision Song Contest will be forbidden to use. However, there are two exceptions:
- Azerbaijan, Armenia and Georgia are allowed to participate. - Micro-states (like Liechtenstein, San Marino, etc…) are allowed only with artists coming purely from there. (Roots aren't enough, and borrowing is forbidden in FSC)
These countries are allowed because the theme of the edition is "Rarely Used Countries", and they fit quite well to this description. NB: If examples like Sirusho or Valentina Monetta come to your mind, please read the rest of the rules.
2. USA, Canada, Australia and all the countries or territories which belong to them are forbidden as well.
3. Unrecognized territories or countries are unusable to for obvious reasons.
4. Every country is Asia, Africa or South America (+ Mexico) are allowed.
5. Only artists coming purely from their country are allowed. Roots aren't enough again. It means that, for example Nico & Vinz wouldn't be accepted for Ghana or Nigeria like they were in #39.
6. This rule is probably the most important and the most unpredictable, so please read it well, thanks.
Both of the admins agreed that this editions was meant to be original, so that only unknown artists and songs would be allowed to compete.
That means that when you'll send your entry to Phil (or through YT) a little research will be made in the Song Contest Wiki. If it appears that an artist or a song is overused, the entry will be declined and the player will have to change it. However, the point is not to send a song that never competed ; if it did only a few times, there's no reason for the entry to be declined. (For the ones who take part in NVSC, the system is going to work in the same way).

Examples of overused artists (songs): Angela Zhang (Keep Walking) Bê Ignacio (Sununga) Paulina Rubio (Boys will be boys ) Nadia Ali (Rapture) Laleh (Some Die Young) ( Btw this makes also an example of artist that would be refused because of its nationality ) So it means an artist that has been used many times Not only one ot two
