The selection will remain, but there are some changes at the voting.
New voting rules:
The voting will get a complete change. I have seen many people saying 16 (17) voters are not enough. And the ROTW vote had nearly as many voters as the 16 states in #10, but the effect of the vote was like nothing. Therefor, NDR is going to introduce a jury and televoting.

There will be 10 (11 with Germany ) juries.
