I think that San Marino is richer than Andorra and therefore doesn't participate. On 2011 Andorra even thought to leave the EBU. They even left it, didn't they? As reason of financial cuts. Andorra isn't even able to participate in the contest as no Andorran broadcaster is member of the EBU. In the end they decided to stay. RTVA is still on the list of member stations

Tele2 & Friends Arena withdraw as bidding! Two of the big favorites to host, Tele2 & Friends Arena, just withdrew their bidings. Uppsala, Örebro & Malmö are also cities who withdrew their bids to host next years ESC.
Three cities are still in the run to host ESC 2016. These cities being:(City - Arena - Capacity) Stockholm - Ericsson Globe - 16.000 Gothenburg - Scandinavium - 14.000 Linköping - Saab Arena - 11.500
