Rules for applying to be a jury:
Associate members are no longer allowed to apply to be a jury member in the semi finals. They can still vote as a televote in the semi finals and finals, however their votes will be counted together as one voter. They are still able to vote in the battles. The main HoD's and Co-HoD's can apply to be a jury member. Countries who won't participate at the 19th edition of the NorthVision Song Contest can also vote in every step of the national final. However, their votes will be combined as one voter in the popfinal.
