All participants of the fifth edition are required to vote!
Please note: all countries are required to send split votes, as part of the new rule.
This means two separate sets of votes, one for televote and one for jury.
It is not required that you make separate and/or full jury rankings,
or full televote rankings, but your votes must contain two separate sets of votes (1-12).

Some guidelines:
The spokesperson cannot be a musician or musical artist, unless they represented your nation in the past!
The speech can include jokes, but offensive jokes are not allowed.
The location must be at night and with a proper view.
If you do not send a spokesperson, location or speech, they will be picked by us.
