I'm gonna give my two cents on this topic now. I see the problems and the advantages of both systems discussed so far. The current system has a bias towards very active forum users, while the 'degradation' system might indeed not be the most fun for countries generally not performing that well. Therefore, I thought that maybe a compromise could be done as well. In this system, the finalists of the previous are secured a spot in the next edition, and the other countries (semi-finalists and PQR) have to confirm as in the current system. This would prevent the theoretical situation that the number 4 of the previous edition has to do PQR because he/she didn't check the forums for a few days, which I find really odd, but would also not cause the same countries to be in the PQR over and over again. I would also abolish the secure places for NS countries and the hosts (the hosts will apply in time anyway, so that shouldn't make a difference ). Just my opinion, please do what you see just. Thanks a lot for sharing your opinion with us! I guess you're right that there is some kind of bias but any system would have such a disadvantage. Giving the finalists of the previous edition a secured spot means 27 spots would be gone. Some non-finalists might also decide to host a NS and some of them want to have longer procedures with several rounds so their NS should normally take quite some time... As for us, the hosts, our spots will always be safe because even if we don't have an entry, we can just claim that we do and simply decide to announce it later in public Anyway, the system can surely improve and we're always working on it so that we can finally have something decent.
