Because of the Spratly Islands territorial dispute that 
China keeps on claiming theirs since the Han Dynasty. It's also been claimed by our neighbors: 
Malaysia, 
Brunei, 
Vietnam, 
ROC. Okay our neighbors could have all the islands to themselves but China, puh-lease. 
The islands are way too far from the the Int'l. law's EEZ from China. 
Plus, China has a huge mass of land already including Tibet and Hong Kong (plus Taiwan, according to them) which the territories themselves want out of PRC. Aren't they satisfied yet?
