Quite hard to finish 11th assuming that with only the votes of the participants to the semi-final, the result would have been completely different for some countries. The ranking would have been this (the "extra points" are those given by AQ countries and RoTW):

So basically Latvia would have qualified and Hungary would have been eliminated but since it is the only country of the semi-final that received nothing at all from non-participating countries, Latvia finished behind Belarus, Russia and Hungary, countries massively supported by the non-participating countries). The probability of that happening must be extremely low. I understand a bit better why so many people were surprised by the Latvian results.
We can also see that Italy miraculously escaped from the PQR thanks to 69 points given by the non-participating countries (more than the actual winner of the semi-final) and was replaced by Faroe Islands in the bottom 5.
