Question: We know that US territories like Puerto Rico and American Samoa are already participating in OAmSC, meaning they're likely ineligible to participate in OUSASC. However, how about the District of Columbia, better known as the US capital Washington, D.C.? The district was created to avoid the national capital being under jurisdiction of any state. Essentially, this district does not belong to any state. Do they get to compete along with the 50 states? Obviously, residents of the capital city and/or people with strong connections would be eligible. They even have their own unique (and really nice) flag. (What's the formal flag code if there is one?) Wanting clarification for this because if only the 50 states are competing, then it would single out one of if not the most important city of the USA with a population of around 700,000 people, more than several states.
