I don't know about New Jersey that I didn't study in details but for sure Pennsylvania has a big music industry. About my own State of Tennessee, the 2016+ rule has never been an issue (I generally send songs that are less than one year old anyway). About States that could join the (1) list, the cases that would be debatable in my opinion (according to their population and my knowledge of their music industry) would be Ohio, Missouri, Arizona and Massachusetts. Another question could also be raised: maybe we could define not 2 but 3 cateogries: (1) drawable States (it could be the category shown above) (2) intermediate States (they wouldn't be drawable but their industry would be big enough to sustain the 2016+ rule) (3) small States (their industry is quite small and they would be allowed to use songs from 2010+) My proposition would be to assign by default to category (3) all the States that sent 5 or less electors to the election of the President and to adjust that list if necessary.

I think we could also take into consideration the number of electoral votes and decide the drawable states based on this?
These 7 are already in at this moment: California 55 Texas 38 Florida 29 New York 29 Illinois 20 Pennsylvania 20 Georgia 19
And there’s also a significant number of states with a higher number than 10, but these should be debatable I think: Ohio 18 Michigan 16 North Carolina 15 New Jersey 14 Virginia 13 Washington 12 Arizona 11 Massachusetts 11 Tennessee 11

Why do we even need states that can send songs from 2010 and some from 2016? Regardless of their music industry I think they all should be equal. What if I for example had California and wanted to send a song from 2012 that I really love? And about the draws I really don’t know, the proposed countries seem alright to me, and Pennsylvania could be there too but I don’t know the American industry by states. And I don’t believe the so called musical rankings because I once saw New Orleans in top 10 of such a ranking but I doubt it’s that good, especially when we talk about the contest standards. I agree with you on that, it also potentially gives some states advantages over others.
