Assuming that the administrative map of Russia is an absolute mess, I guess that all administrative divisions that are just under the national level are eligible (not krais inside oblasts but the Krai of Altai for example). |

Yeah, so ethnic republics like Udmurtia, Komi, Chechnya, for example, should be eligible. Krasnoryask Krai as well. |
