Oh, that's a "creative" pick for the host city (or "place" since I wouldn't quite say a place with a population under 2000 is a city lol). In Latvia there are multiple cities with population that's less than 2000 people, so it's not something unique... in countries with high population those maybe wouldn't be cities, but in smaller countries they are... though it's not always just based on population...

Here I forget which places are towns and which are cities but generally population doesn’t matter. Normally, UK cities have cathedrals. There are exceptions though

Yeah, we also (and I guess every European will say similar) have many places that are called a city for other reasons than population. Normally it's because of history. The definition of "city" depends on the country you are living. In France, Insee (national institute for statistics) consider as cities the agglomerations that are above 2000 inhabitants. I guess that in China you would just call that a village. In a country like... Vatican City, you have no choice than considering that you have a city even with only 800 inhabitants.
