Kate Ryan has expressed interest in representing Belgium in 2013 She did the same thing last year. I would like to see her in ESC again. Her 2006 entry is one of my favourite ESC entries ever of those not qualifying.

Well the EBU lost Bulgaria,Macedonia,Lithuania and Latvia. And only managing to suck in Israel,Azerbaijan and Albania. Azerbaijan was pretty much easy, JESC is very popular within Georgia and Armenia and along the Caucasus.
