^ I know but look at Czech Republic, the came in last twice and in three contests accumulated only 10 points. I can see a withdrawing but you can give it another try Czech Republic withdrew from ESC 2005 because they knew they would not qualify no matter what they sent. czech republic's debut in ESC was in 2007... and then they last appearance was in 2009 |

Gary is right though, the Czech Republic planned to debut in 2005. They decided not to participate, due to various reasons and one being that they wouldn't make the final.
