The process for deciding the 16 finalists for Eurovision Knockout Tournament #15 (ESC 1999) is that the countries that finished top 10 will be automatically qualified, while the remaining 13 countries will battle it out 6 songs with the most votes will qualify to the tournament.
If you don't know what countries are in the top 10 here they are:
Sweden
Iceland
Germany
Croatia
Israel
Estonia
Bosnia & Herzegovina
Denmark
Netherlands
Austria
