 ARMTV is just online again and said, that they will participate for sure in NVSC #4 because they have an very special idea about the song. But the head of NVSC has to accept it, and it is most to be declined. But ARMTV will participate, even if their suspected song isn't allowed. |

 ERR are very unpleased with the results of the last editions. There are a lot others reasons to withdraw (I wrote them in the Sneak-Peak for the scoreboard), adding to them the non-qualification of Estonia in the 3rd edition and the very poor results. BUT there are a lot of other reasons not to withdraw. ERR decided that they will rule out a withdraw or a return, only after the final results are announced. Even if we all know who's gonna be the winner, we don't know the other places.
