Juries who don't vote 2 times should be banned, seriously. And be changed with the next highest ones in the poll.

So far when jury members haven't voted, I've been given a valid reason a few days later.
However I'll introduce a banning system as I understand it's not fair of the other people who wanted to be jury members.
3 strikes = replacement jury member.
