 Belgium and  Netherlands never qualify either. I do not know facts for Belgium, but The Netherlands failed to qualify in #1 and #2 (7 points in #1 all-time low), and qualified in #3 (19th in Final) and in this edition.  |

I meant in ESC. Belgium quailed in the 2nd edition (came 14th) and this one.
