It was decided a few editions ago by a vote.
Since Adria won the 20th edition, he can reserve a country for the 22nd edition (since entries for the 21st edition have already been decided).

But it would be unfair for people like me who don't want to host a national selection but want to participate with a good country.  Otherwise everyone could reserve a country and then cancel his/her national selection... I don't think it should make much sense.  |

Hope anybody gets Greece I planned to do the Greek Rhythms #3 for ISC #21 but Dimitris wanted also and Harriet "stole" Greece at the end. So, as I have a lot of times written in ISC NS's thread I have planned my Greek NS for ISC #22. ._. |
