Moldova is corect, because the first word indeed is “Limba” which means “language”. However if we translate the full lyrics into English, it would be more accurate to say “Our” is our first word, as in “Our language”. In Romanian the substantive is usually on the first place

isn't wrong, but I'd personally wouldn't translate the first sentence of our anthem into something that includes the word "When". It'd make more sense to me if it were "As" instead.
