I asked you something about this tonight. I don't fully know the situation but Tom can take any song from the Andorran national selection and have it be his representative but only if they are from Spain. Think about it, If you were Spanish and had to compete in a national selection for Andorra and then Spain asks you to represent them, which choice would you make? Spain gets first choice at Spanish musicians. This doesn't apply however if Andorra selects internally. Quote from the Borrowing rules thread 3. If the nation you borrowed from wants your singer, then can take them. They have first dibs. Example: If Liechtenstein wanted Lena and Germany wanted Lena, Germany would get her. Explanation: They would more likely want to represent their native nation rather than a smaller country.

But as we can't ask the artist, the other rule is stronger, sorry. (as the rule above seems to count for internal selections only anyway)

So this rule applies for all countries except ... that their neighbours can "steal" and this tbh it's just a contest, why should we look if Ruth would represent Andorra or Spain, 4 of 6 Andorran representants in ESC aren't Andorran
