What's the difference between being seeded and unseeded in the play-off? Seeded countries can only end up playing against unseeded countries in the play-off and vice-versa  And does this also decide which country will play at home first? |

no offence to  Norway, but I really hope that Hungary will get through cause otherwise it will be a really bad luck for them  |
