There are some small countries which only have a very limited amount of real artists, so an exception has been made for them to be able to borrow songs from the other countries.
There are some strict restrictions though:
Andorra from Spain - Only songs that are in English or Catalan, preferably from Catalonia itself.
Monaco from France
Luxembourg from Belgium (Only Wallonia) and France.
San Marino from Italy
Liechtenstein from Germany, Austria and the German-speaking part of Switzerland
Obviously, all countries are welcome to choose whichever artists they have in the country themselves.
Other borrowing rules:
Some countries have very similar musical industries, which means they can borrow from each other, however, only through national selection and the selection must include at least 50% national acts.
(E.g. in a Kosovar selection of 10 songs, 5 or more must be Kosovar - no more than 5 Albanian songs can take part. This changes with how many songs there are in the selection, 20 songs in a selection means that 10 or more must be Kosovar and no more than 10 can be Albanian, etc...)

Montenegro ↔ Serbia
Greece ↔ Cyprus
Romania ↔ Moldova
Artists that have represented a country in Eurovision can represent it here, if chosen through a national selection.
(E.g. Vanilla Ninja for Switzerland)
National Selections:
There is no overall guideline on hosting National Selection, however the borrowing rules must be kept in mind. Your national selection can be a poll between 2 songs or a huge selection with 6 Semi-Finals. However, the National Final must fit into the boundaries of the time you can confirm.
If you host a National Selection, the artists in the NS can have 25% relation with the main country - this means that the artist(s) must have at least one grandparent from that country.
Banned Artists/Songs:
All famous American artists are banned (this means Lady Gaga, Britney Spears etc...), no matter how much of a relation they have with the country.
Commonly known overused songs are also banned.
- Anyone can claim and participate with any country, if it's free to claim!
- The artist must be from that country or have parental relations with it. This means that Italy cannot be represented by Lady Gaga, however Lebanon can be represented by Kristina Maria.
- (J)ESC songs are not allowed!
- Covers are generally not allowed, however there may be exceptions to this rule.
- An artist cannot enter for two countries in one edition.
- Voting is as in ESC, to , and , with Split-Voting between the Jury and Televote.
- You must have an eligible broadcaster, otherwise the country cannot participate!
- You claim your country until you wish to leave it! After that, if any countries are free you can claim one, but with a one edition difference!

- The particular song, must not have charted over place 51 in the lending country. It may have charted higher in other countries. The artist's other chart rankings do not count.
- Suggestively, the artist should be rather unknown as well.
