They should actually just have a third SF for "outside" countries and have 7 qualifiers from each, for a final of 27 or something  |

'Euro' doesn't mean a lot. It's also including countries in Western Asia, North Africa and Causcus. They aren't fully European too  yes it does have all European countries but for others it includes, that's not fully Euro if you ask me.. |
