Just from Åland Islands, that they can borrow from Finland, Too, and From Andorra, that they can borrow From France  |

I think  Aland should be able to borrow also from  Finland, because they are technically a part of Finland |

In my opinion only independent countries should be able to participate here like in many other contests.

Countries without (many)own artists are just stealing songs of the countries they can borrow from. But with a lot of search, you will find some native singers I know that Monaco may not have a lot. But even the special territories as I call them have artists. Maybe not many but good enough for many editions I'm sure there's many artists from Liechtenstein and San Marino (other than Valentina, Senit or Miodio!  )
For some borrowers: With a lot of search you'll find a good song. But do not think the other way that it won't do good. You can't predict it. You may even make it to the grand final |
