Edition #2 will be held in Bucharest Romania and much more countries are allowed to enter
- Eurovision songs are allowed 2012 are also allowed
- No JESC songs though
- Only one entry per person
- Anyone is elgiable to participate
- If the song won OVSC they aren't allowed to enter
- Must be released after 1998
