It is because Nick is still the actual HOD officially until #11 when he will receive a strike for not confirming. It is allowed to withdraw for three editions without stating anything (without losing your country) because you might break your computer or whatever. Nick only didn't vote twice (Semi Final and Final of #7). In #11 he would get his third strike and Macedonia would be forced to withdraw again. The new HOD can have the country from #12 on according to the official reglement  |

That means Ivan can have Albania UNLESS Matt wants it |

the injustice.... that someone lower than me on the list gets to participate before me You should blame @mightyhawks for not confirming his withdrawal and therefore you had to wait 3 editions |
