[#15] North Vision Ranking of Nations

Each country is ranked by their recent performance in the contest.
The making of the ranking is quite complicated. I will try my best to explain it simply...
Method:
1. Take a country's average number of points gained throughout the 12th edition and multiply the value by 0.25
2. Repeat for a country's score in the 13th edition but multiply by 0.5 instead
3. Repeat for a country's score in the 14th edition but multiply by 0.75 instead
4. Repeat for a country's score in the 15th edition but keep the value the same
5. Add up all the values found in the first 4 steps
6. Round the value to the nearest integer (whole number)
The change from last edition's ranking is that the results from #11 are no longer included while the results from #15 are added.
Hence, the results for #12, #13 and #14 all also move down the significance ladder.
