Early in the morning, Carlo Romeo, General Manager of National Television of San Marino, expressed their dissatisfaction with the change in the manner of voting in this year's Eurovision Song Contest.
The new rules, in addition to presenting the individual results of the vote of the jury and the audience, and require that all countries that are unable to reach a valid result of the vote of the audience, to replace the result to calculate televoting pre-selected group of countries that have been agreed by the EBU.
- Small countries are again underestimated but now it is formalized. This is intolerable, and San Marino is not sure whether to tolerate and next year. Some decisions are not shared with the participants and we feel tricked. - Statement by the Director General of RTV.

Combined
01. Norway - 690 (=) 02. Iceland - 433 (=) 03. Azerbaijan - 365 (=) 04. United Kingdom - 328 (+1) 05. Turkey - 317 (-1) 06. Estonia - 253 (=) 07. Greece - 244 (=) 08. France - 218 (=) 09. Bosnia & H - 214 (=) 10. Russia - 185 (+1) 11. Armenia - 182 (-1) 12. Denmark - 160 (+1) 13. Moldova - 159 (+1) 14. Ukraine - 138 (-2) 15. Israel - 122 (+1) 16. Croatia - 113 (+2) 17. Portugal - 109 (-2) 18. Albania - 107 (-1) 19. Malta - 105 (+3) 20. Romania - 95 (-1) 21. Germany - 91 (-1) 22. Sweden - 86 (-1) 23. Lithuania - 69 (=) 24. Spain - 47 (=) 25. Finland - 42 (=)
Top 3 remain the same but UK and Turkey swap places in 4th and 5th, the only other change is that Russia moves above Armenia into 10th. The biggest winner is Malta who would have climbed 3 places to 19th whilst both Ukraine and Portugal are the biggest losers both dropping 2 places.
So not an whole lot of difference with the 2009 result.

Jury
01. Germany - 187 02. Belgium - 185 03. Romania - 167 04. Georgia - 160 05. Israel - 134 06. Ukraine - 129 07. Denmark - 121 08. Turkey - 119 09. Armenia - 116 09. Azerbaijan - 116 11. Greece - 110 12. Albania - 97 13. Portugal - 69 14. Bosnia & H - 65 15. Russia - 63 16. Ireland - 62 17. Norway - 61 18. Iceland - 57 18. Cyprus - 57 20. Spain - 43 21. Serbia - 37 22. France - 34 23. Moldova - 33 24. Belarus - 22 25. United Kingdom - 18
Televote
01. Germany - 243 02. Turkey - 177 03. Denmark - 174 04. Armenia - 166 05. Azerbaijan - 161 06. Romania - 155 07. Greece - 152 08. France - 151 09. Georgia - 127 10. Serbia - 110 11. Russia - 107 12. Spain - 106 13. Ukraine - 94 14. Belgium - 76 15. Iceland - 40 16. Albania - 35 16. Bosnia & H - 35 18. Moldova - 28 19. Israel - 27 20. Portugal - 24 21. Norway - 18 21. Belarus - 18 23. Cyprus - 16 24. Ireland - 15 25. United Kingdom - 7
Combined
01. Germany - 430 (=) 02. Romania - 322 (+1) 03. Turkey - 296 (-1) 04. Denmark - 295 (=) 05. Georgia - 287 (+4) 06. Armenia - 282 (+1) 07. Azerbaijan - 277 (-2) 08. Greece - 262 (=) 09. Belgium - 261 (-3) 10. Ukraine - 223 (=) 11. France - 185 (+1) 12. Russia - 170 (-1) 13. Israel - 161 (+1) 14. Spain - 149 (+1) 15. Serbia - 147 (-2) 16. Albania - 132 (=) 17. Bosnia & H - 100 (=) 18. Iceland - 97 (+1) 19. Portugal - 93 (-1) 20. Norway - 79 (=) 21. Ireland - 77 (+2) 22. Cyprus - 73 (-1) 23. Moldova - 61 (-1) 24. Belarus - 40 (=) 25. United Kingdom - 25 (=)
So the jury vote was very close here, just 2 points between Germany and Belgium with Romania and Georgia not too far away. In the combined Germany still wins but Romania are 2nd, with Turkey 3rd instead of the other way around. Georgia are the big winners, moving up 4 places to finish 5th. While thanks to a poor televote Belgium drop from being 2 points behind after the jury to finishing in 9th overall (3 places worse then their finish under the old rules).
Semi-Final 1 Combined
01. Belgium - 311 02. Greece - 250 03. Iceland - 234 04. Portugal - 165 05. Albania - 164 06. Serbia - 157 07. Russia - 133 08. Bosnia & H - 128 09. Belarus - 110 10. Malta - 106 10. Finland - 106 12. Poland - 96 12. Moldova - 96 14. Macedonia - 92 15. Estonia - 86 16. Slovakia - 59 17. Latvia - 27
A shocking result in Semi 1 as there is a tie for 10th between Malta and Finland and without full split details I can't actually split them. Moldova would be the one losing out, finishing equal with Poland in 12th.
Semi-Final 2 Qualifiers
01. Georgia - 219 02. Azerbaijan - 215 03. Turkey - 212 04. Romania - 193 05. Denmark - 189 06. Armenia - 174 07. Ukraine - 155 08. Sweden - 140 09. Israel - 134 10. Cyprus - 132 11. Ireland - 127 12. Lithuania - 92 13. Croatia - 76 14. Netherlands - 75 15. Bulgaria - 40 16. Slovenia - 16 17. Switzerland - 15
A change in the qualifiers in Semi 2 as well, Sweden would make it through climbing all the way to 8th whilst Ireland would drop out of the top 10, just missing out by 5 points to Cyprus. Georgia and Turkey would also swap places with Azerbaijan remaining in 2nd in-between them.

Jury
01. Italy - 251 02. Azerbaijan - 182 03. Denmark - 168 04. Slovenia - 160 05. Austria - 145 06. Ireland - 119 07. Ukraine - 117 08. Serbia - 111 09. Sweden - 106 10. Germany - 104 11. Bosnia & H - 90 11. France - 90 13. Romania - 86 14. Greece - 84 15. Moldova - 82 16. Georgia - 79 17. Finland - 75 18. Estonia - 74 19. Iceland - 72 20. Lithuania - 66 21. Hungary - 60 22. United Kingdom - 57 23. Switzerland - 53 24. Spain - 38 25. Russia - 25
Televote
01. Azerbaijan - 223 02. Sweden - 221 03. Greece - 176 04. Ukraine - 168 05. United Kingdom - 166 06. Bosnia & H - 151 07. Georgia - 138 07. Russia - 138 09. Germany - 113 10. Ireland - 101 11. Italy - 99 12. Moldova - 98 13. Serbia - 89 14. Romania - 79 15. France - 76 16. Spain - 73 17. Hungary - 64 18. Denmark - 61 19. Iceland - 60 20. Lithuania - 55 21. Finland - 47 22. Slovenia - 39 23. Estonia - 32 24. Austria - 25 25. Switzerland - 2
Combined
01. Azerbaijan - 405 (=) 02. Italy - 350 (=) 03. Sweden - 327 (=) 04. Ukraine - 285 (=) 05. Greece - 260 (+2) 06. Bosnia & H - 241 (=) 07. Denmark - 229 (-2) 08. United Kingdom - 223 (+3) 09. Ireland - 220 (-1) 10. Georgia - 217 (-1) 10. Germany - 217 (=) 12. Serbia - 200 (+2) 13. Slovenia - 199 (=) 14. Moldova - 180 (-2) 15. Austria - 170 (+3) 16. France - 166 (-1) 17. Romania - 165 (=) 18. Russia - 163 (-2) 19. Iceland - 132 (+1) 20. Hungary - 124 (+2) 21. Finland - 122 (=) 22. Lithuania - 121 (-3) 23. Spain - 111 (=) 24. Estonia - 106 (=) 25. Switzerland - 55 (=)
So Italy would lead after the jury vote, but Azerbaijan would take a comfortable overall win thanks to Italy and those close to Azerbaijan in the jury vote having a poor televote result. The top 4 remain the same whilst Greece climbs 2 places to 5th replacing Denmark who drop 2 places to 7th. The biggest winners are UK, up 3 places to 8th and Austria up 3 places to 15th, whilst Lithuania was the biggest loser dropping 3 places to 22nd.
Semi-Final 1 Combined
01. Azerbaijan - 233 02. Greece - 228 03. Finland - 197 04. Iceland - 183 05. Lithuania - 165 06. Serbia - 144 07. Georgia - 141 08. Hungary - 138 09. Russia - 124 10. Switzerland - 121 11. Turkey - 112 12. Malta - 108 12. Armenia - 108 14. Albania - 103 15. Norway - 85 16. San Marino - 82 17. Croatia - 81 18. Portugal - 45 19. Poland - 38
No changes in the top 10 here and the top 3 remains the same, there are some minor changes most notably Turkey moving into 11th and first loser spot, Malta and Armenia are also again tied on points like they were in the actual results.
Semi-Final 2 Combined
01. Sweden - 258 02. Denmark - 244 03. Slovenia - 214 04. Romania - 206 05. Bosnia & H - 196 06. Ukraine - 167 07. Austria - 147 08. Ireland - 144 09. Estonia - 129 10. Belgium - 121 11. Moldova - 114 12. Slovakia - 111 13. Bulgaria - 102 14. Belarus - 92 15. Israel - 87 16. Macedonia - 80 17. Latvia - 54 18. Cyprus - 47 19. Netherlands - 39
We have a change of qualifiers here as Belgium moves into the top 10 pushing Moldova out (who for a second year in a row would be pushed out of qualifying under the new rules). Once again outside of this there is only minor changes to talk about.

Sweden would be away and gone after the jury vote so not that much excitement happening here. There are no changes at all in the top 12 places in these results and only an handful of changes lower down the board. Ukraine and Greece are the two big winners both climbing 2 places, Macedonia the big loser dropping 3 places and the only other change is France and Malta swapping places.
Semi-Final 1 Combined
01. Russia - 264 02. Albania - 262 03. Romania - 219 04. Greece - 213 05. Moldova - 192 06. Cyprus - 189 07. Ireland - 188 08. Iceland - 149 09. Denmark - 134 10. Hungary - 115 11. No changes in the top 10 qualifiers and just minimal changes down the field.
Semi-Final 2 Combined
01. Sweden - 325 02. Serbia - 289 03. Estonia - 190 04. Lithuania - 183 05. Turkey - 156 06. Bosnia & H - 147 07. Malta - 136 08. Ukraine - 133 09. Macedonia - 121 10. Croatia - 100 11. A change in the qualifiers for Semi 2, Croatia would climb from 12th to take the final qualifying spot away from Norway.

2014
I had more information available for 2014 and 2015 so was able to see exactly which Jury/Televote was not used. In workings on wikipedia it appears they just doubled the Televote/Jury where required. Here I will simply disregard the non exsistent vote.
Jury (No votes from Georgia included)
01. Austria - 214 02. Netherlands - 200 03. Sweden - 199 04. Hungary - 138 05. Malta - 119 06. Finland - 114 07. Armenia - 113 08. Norway - 102 09. Azerbaijan - 101 10. Denmark - 85 11. Spain - 83 12. Ukraine - 72 13. Russia - 62 14. Iceland - 59 15. Germany - 56 16. Romania - 51 17. Belarus - 50 18. United Kingdom - 49 19. Montenegro - 48 20. Greece - 45 21. Italy - 37 22. Switzerland - 26 23. Poland - 23 24. Slovenia - 21 25. San Marino - 16 26. France - 5
Televote (No votes from Albania or San Marino included)
01. Austria - 306 02. Netherlands - 220 03. Armenia - 187 04. Sweden - 173 05. Poland - 162 06. Russia - 120 07. Romania - 115 08. Switzerland - 114 09. Ukraine - 112 10. Hungary - 83 11. Belarus - 56 12. Denmark - 42 13. Greece - 41 14. Norway - 39 15. Iceland - 38 16. Finland - 36 17. Spain - 29 18. Germany - 27 19. Montenegro - 27 20. United Kingdom - 24 21. Italy - 22 22. San Marino - 15 23. Slovenia - 15 24. Azerbaijan - 14 25. Malta - 12 26. France - 1
Combined
01. Austria - 520 (=) 02. Netherlands - 420 (=) 03. Sweden - 372 (=) 04. Armenia - 300 (=) 05. Hungary - 221 (=) 06. Poland - 185 (+8) 07. Ukraine - 184 (-1) 08. Russia - 182 (-1) 09. Romania - 166 (+3) 10. Finland - 150 (+1) 11. Norway - 141 (-3) 12. Switzerland - 140 (+1) 13. Malta - 131 (+10) 14. Denmark - 127 (-5) 15. Azerbaijan - 115 (+7) 16. Spain - 112 (-6) 17. Belarus - 106 (-1) 18. Iceland - 97 (-3) 19. Greece - 86 (+1) 20. Germany - 83 (-2) 21. Montenegro - 75 (-2) 22. United Kingdom - 73 (-5) 23. Italy - 59 (-2) 24. Slovenia - 36 (+1) 25. San Marino - 31 (-1) 26. France - 6 (=)
Probably the first truly exciting voting where the result does go right down to the wire. After jury voting Austria would lead by 14 from Netherlands and 15 from Sweden (the made up televote for Georgia would change that slightly) and with the televote result being Austria (1st), Netherlands (2nd) and Sweden (4th) it would truly be a tense affair.
There are also big changes across the board here, just the top 5 and France in last remain the same, biggest winners are Malta which climbs a massive 10 places to 13th thanks to an high jury vote and Poland which climbs 8 places from 14th to 6th thanks to a very strong televote, Azerbaijan also has a big climb of 7 places.
Biggest losers are Spain which drops 6 places and Denmark and UK which both drop 5 places.
Semi-Final 1 Combined (No Albania, Moldova, San Marino or Montenegro televote)
01. Netherlands - 260 02. Hungary - 225 03. Sweden - 223 04. Armenia - 198 05. Ukraine - 184 06. Russia - 114 07. Iceland - 111 08. Azerbaijan - 109 09. Montenegro - 100 10. Portugal - 82 11. Estonia - 74 11. San Marino - 74 13. Albania - 70 14. Latvia - 65 15. Belgium - 55 16. Moldova - 28
The change here see's Portugal move into the top 10 and qualifying at the expense of San Marino, however with 4 countries televotes missing things could easily change as it is very close, even Latvia down in 14th could have a shot at qualifying with the 4 added televotes.
Semi-Final 2 Combined (No Georgia or Macedonia televote)
01. Austria - 287 02. Romania - 211 03. Finland - 169 04. Switzerland - 148 05. Poland - 147 06. Norway - 146 07. Belarus - 143 08. Greece - 140 09. Malta - 129 10. Slovenia - 104 11. Macedonia - 96 12. Lithuania - 78 13. Ireland - 73 14. Israel - 53 15. Georgia - 48
No changes in the top 10 for Semi 2 and Macedonia would be unlikely to make up the points on Slovenia as they were one of the two who did not have any televote points recorded.
