I am not complaining if that pointed to me. I just thought that rules are for everyone but there are still exceptions made. You are not the only one complaining in general, don't worry.  Yes, the rules are for everyone. If there is an exception made, then that is made just for special reasons and always after some discussion. This time of the year is in general quite "busy" for some people, preventing them to be online.  This doesn’t necessary mean that they should get a secured spot just because they are inactive. There is always next edition. Also this is why was the PQR made ? Definetelly not for having people reserving their entries although not being active during the edition for being in holidays. I accepted the rule about the RoW but what if half of the participants would ask to reserve them a spot? Would that be acceptable? |

What’s the proof that they are actually inactive? Are they even on the forum at least? I doubt you can know how active/inactive they are if they don’t have a forum account and you can’t see when they were last online. Why do we always have to fight about such little issues?  ITALIAN ENTRY Noemi - "I miei rimedi"[0:58 - onwards]A little info about the video: it has been shot in the Royal Palace of Caserta, built in 1752 near Naples (South Italy) for the King of Naples (the Kingdom of Naples was made up of the southern regions of Italy before the country's unification). The Palace is very similar to Versailles as the architect used the french Palace as a model (if you've visited Versailles, you can surely note the similarities between the two palaces in the video). |

And to be honest I don't even get why you say that, as there might not be a Pre-Qualification Round this time again anyway. In case there is, we will see what to do and those 3 countries are obviously going to be considered to take part in the PQR as something similar happened with  Israel some editions ago and they were in the PQR. |

Perhaps we should point out that nobody has a pre-reserved place generally (besides RoW, Top 3, manager), also for example Belgium (who submits over facebook) gotta send their song after the submissions start. It isn't ideal to make exceptions, we know that, but at Christmas even the strictest admins get weak   Edit: As Mimis said, if we actually have enough people to start a PQR (which wasn't the case last edition), we can still re-consider. |
