Welcome to this page which will tell you about the Federation of Pohunskia and all of its political changes and a breath history of the nation.
History
Pohunskia was originally formed in 1750 when the treaty of Pohunskia was signed by Noroyska City and the different native nations. Due to Noroyska City forming separately from the rest of Pohunskia, Noroyska City has different names for the institutions put in place but works in the same way. The treaty of Pohunskia was the result of 150 years of native and Noroyskan cooperation. There was an alliance between Pohunskia and the many different nations which gradually led to the treaty of Pohunskia. Now, Pohunskia has a unique political system that will be explained in detail.
Details About the Political System:
The Pohunskan political system has been split into two levels of voting that lead to two levels of representatives.
The First Level of Voting:
The first level of voting is the only level when the people of Pohunskia directly vote for their public officials. Each party picks the representatives to run democratically and is placed on a list. The democratic requirements for each party have led to most people joining a political party so they get a say on who they want to represent them. The people of each state vote for the party they wish to represent their state. The state council seats will represent how many votes each party receives. Each state council member will have a seat in both the Pohunskan senate and their own state council buildings. Each state has a different number of seats depending on the population so representation is fair.
The Senate:
The Senate of Pohunskia is where all the sitting state council members go to vote on laws that impact the entirety of Pohunskia. These issues are military, foreign relations, cross-state infrastructure projects, human rights, economy, and taxation. Taxation has not been left to each individual state to avoid unequal taxation across Pohunskia. The Senate is also a place of political debate and an area where advice is given to the different state council members and state ministers. State council members can try to pass their own law but must gain support from at least ten members of the Senate.
The Second Level of Voting:
Each state has a state minister who is not elected directly by the electorate but by the state council members. The state council members from each party nominate a fellow state council member to become the state minister. Each state council member can pick any nominated candidate they desire but normally pick their own party candidate. There have been instances where parties who hold a smaller share of the vote for another party to keep their rival party from taking power. The state ministers vote on who becomes the President of Pohunskia who are normally the party leaders. The president has to be one of the state ministers to be nominated. The state ministers are also Pohunskan ministries who oversee the different departments of the Pohunskan government. The President decides on who holds these ministries. The ministers decide on what the government focuses on and puts them forward to be voted for by the Senate.
Monarch of Pohunskia:

The office of the monarch of Pohunskia is a ceremonial lifetime role. The Monarch is not allowed to run for political office while being the Monarch and has no role in government. The Monarch represents the country on the international stage. The office of the Monarch, unlike other countries, is a non-hereditary office but is normally a well-beloved figure in Pohunskia for their role in different charities or their positive effect on Pohunskia. When the Monarch either dies or resigns a new monarch has to be nominated and voted for by the people.
