WELCOME TO THE FIRST EDITION OF THE
CITIVISION SONG FESTIVAL
july 2020 / new york, u.s.
hello all !!! welcome to the very first post for the very first citivision song festival, organized by the international council for cities and music (a.k.a suyana ). i've wanted to start a contest using the concept of cities acting as city-states for a while now, and i think now its the perfect time for me to start this contest. i've spent some time crafting the rules and they are as follows:
contest provisions:
- instead of countries’ submitting entries, cities submit entries.
- entries submitted must be from the city proper or the metro areas surrounding the city.
- cities eligible are as follows: cities on the major agglomerations of the world list (the first city named is the city being represented), and the capital city and largest city of any country otherwise not represented (i.e. if turkey has no cities on the list, then ankara and istanbul are eligible, but if estonia has no cities on the list, tallinn is the only city eligible).
- if a country already has one city on the list, the aforementioned rule does not apply, even if it only has one.
- microstates (e.g. san marino, andorra) are NOT permitted, but cities from states that aren’t fully recognized or that reside in territories (e.g. palestine, kosovo, transnistria, puerto rico) ARE permitted, as well as city-states (e.g. singapore, hong kong).
- the five largest agglomerations (currently guangzhou, tokyo, shanghai, jakarta, delhi), as well as the ten largest cultural centers for music ( new york, los angeles, seoul, london, paris, stockholm, lagos, moscow, são paulo, miami), have AQ privileges. the first five of these cities to confirm their participation in the competition automatically qualify along with the host of the competition. this happens every edition (i.e. new york may automatically qualify for the first edition, but if they don’t confirm fast enough they have to participate in the semi-finals of the next edition.)
- anytime more than 25/26 cities confirm for an edition, semi-finals are held that determine the participation of the grand final (8 cities qualify from two semi-finals of 14 or less, 10 cities qualify from two semi-finals of 15 or more, 7 cities qualify from three semi-finals when there are more than 45/46 participants).
- anytime more than 65/66 cities confirm for an edition, a pre-qualifying round is enacted where the worst performing cities (defaults to least populated in cases of ties) compete for spots in the semi final (worst 4 cities compete for 2 spots, 5/6 cities compete for three spots, 7-11 cities compete for five spots, 12+ cities compete for nine spots).
- points are given out as in northvision and eurovision. each participating city gives out two sets of - , , and (one for the "jury" and one for the "televote"). if and when we surpass 65/66 participants, HoDs of the participating cities can take on a co-HoD, who can provide one set of the two sets of votes. however, this cannot happen until we surpass that number of participants.
song provisions:
- no (J)ESC songs can be submitted.
- covers are NOT permitted but samples ARE permitted, and remixes are permitted as long as the original version has NOT participated yet.
- songs must not be older than 10 years to the date of the last day of entry submission.
i'll allow three weeks for confirmation, which means confirmations will close on 11:59PM EST 23 JUL / 5:59AM CEST 24 JUL. a draw will be hosted after confirmation that will serve both as a host city selection and an allocation of the song contest. the running order will then be determined as it is in eurovision. you can confirm using any city eligible before the end of the confirmation date, but do NOT post an entry until the confirmations have closed. it isn't required, but it is encouraged to message me (suyana ) if you have any questions as to the eligibility of the contest. also, you can message me if you'd like to become a part of the iccm council and organize the contest with me !!! i will definitely need the help.
this contest will move slower than other contests on this forum. as of right now i am the sole organizer of the contest and i am new to the process of contest hosting. bear with me as this isn't the easiest theme to manage. as for the flags, we will refer to the flags of the cities in recaps and logo design, but default to the flag of their respective countries in the case of results (which, for now, will be screen recorded from scorewiz) and forum posts.
