 RULE CHANGES
before the third edition, the board of the council responsible for holding this contest has decided on some rule changes, outined in this post. this post also serves as a reminder of rules that we'd like to remind you of upon the expansion of the contest. rule reminders will be in regular black font. rule changes will be in italicized blue font.
REGARDING HEADS OF DELEGATION
heads of delegation will now be able to confirm for a permanent hold of a city at the beginning of their third editions. if this head of delegation confirms their permanent position with their city, no other user can confirm as hod of that city until the original hod permanently withdraws, just as any other competition on the forums. otherwise, the cities are confirmed on a first-come, first serve basis, much like the olympiad song contest or the resolute song festival. any user can confirm for any city that has not been confirmed for that edition or is not reserved by a permanent head of delegation.
REGARDING ARTIST ELIGIBILITY
artists can be either from within the official limits of the city being represented, or from the surrounding areas, hence the referral to cities as "agglomerations" on official documentation regarding the contest. the definition of the city limits will always be whatever is most agreed upon by the government of the corresponding nation. artists representing these agglomerations must satisfy one of these three criteria:
- artists must have been born in this agglomeration.
- artists must have grown up in this agglomeration. for this criterion, an h.o.d. may need to provide evidence that this artist has a significant enough connection to the agglomeration.
- artists must be based out of this agglomeration or signed with a label headquartered in this agglomeration. the artist must currently be living in this agglomeration for this criterion to apply.
if groups or collaborations are sent for an agglomeration, the group must collectively satisfy a criterion, or more than 50% of its members must individually satisfy a criterion. this means that if a duo is sent for an agglomeration, BOTH of its members must be from that agglomeration.
REGARDING SONG ELIGIBILITY
songs that have participated in the nortvision pre-qualifying round or song contest, or songs that have WON the fantasia contest cannot participate in this contest. songs that have unsuccessfully participated in the fantasia contest or in national selections for the northvision song contest are permitted at the board’s discretion.
REGARDING AUTOMATIC QUALIFICATION
it is very possible that the third edition will allow us to break into semi-finals for the first time in the history of this contest. the automatic qualification process in this contest is a bit dissimilar to others on the forum. it's been implemented so that we avoid the "top 6 aq next edition and flop" trope, but by also avoiding allowing the same 5/6 cities to qualify the next edition, like in eurovision. the automatic qualification process is as follows:
two groups of cities are created after every edition. the first group consists of the five most populous agglomerations according to this site (currently  guangzhou,  tokyo, shanghai,  jakarta, and  delhi), as well as what the board have deemed as the ten most important cities to music ( new york, los angeles, miami,  london,  paris,  stockholm,  moscow,  seoul,  lagos, and  são paulo). this is known as group a. the other group is made up of the ten best-performing cities across all editions (currently  santiago,  valletta,  vancouver,  kyiv,  warsaw, leeds, dallas,  dubai, gwangju, and  sydney). this known as group b. the automatic qualifiers consist of the three best performing agglomerations in each of the two groups in that edition. let's use this edition as an example.
santiago - first
kyiv - second
paris - third
gwangju - fourth
vancouver - fifth
dallas - sixth
warsaw - seventh
dubai - eighth
london - ninth
sydney - tenth
los angeles - fifteenth
jakarta - seventeenth
tokyo - twenty fifth
new york - twenty sixth
seoul - twenty seventh
using the rules for automatic qualification, the automatic qualifiers for the third edition would be los angeles, london, paris, santiago, kyiv, and gwangju. should our winner and/or host not be among either group, they become an additional qualifier.

 CITIVISION IS MOVING TO DISCORD hello everyone !!! i've been taking some time to assess cvsf and why it hasn't been working these past couple editions, and i've come to what i hope will be a solution. i will be moving the contest to discord.WHY DISCORD?i've been struggling to make the recaps and results videos these past couple editions, and while i would still love for the contest to continue in this setting, i physically can't. i suffer from attention deficit and the contest in its current setting requires hours worth of attention. discord allows me to still host the contest, but from a much more informal setting, not requiring the elaborate videos to be made.
