The poll was locked. You can’t just make a NS for a state you don’t represent. Apo is the HoD (even if he skipped one edition), and unless he’s changing the states, withdrawing by himself or is being banned from the contest, he’s still the rightful owner. And if you continue doing these you may get banned from participating too.
