RULES
A. Countries
1. The country allocation will be completely random; this means that the winning user’s country will also be randomly selected (unless there are two semifinals). However, no user can recieve a country they had in one of the five preceding editions. If this should happen the user's country will be switched with the next user.
2. The number of countries will be limited to 49.
a) 25 or less: only a final will be hosted.
b) 26-30: top 22 of last edition, if they have not placed in the bottom, prequalified, others participate in a qualifiction round with (at least) 3 qualifiers. Users will get randomly assigned one of the countries, which did best in the poll.
c) 31-36: top 15 of last edition prequalified, one semifinal with 10 qualifiers.
d) 37-49: only the winner prequalified, two semifinals with 12 qualifiers (once two semifinals are reached, there will only be a return to one semifinal with less than 35 participants)
3. In order to allow different countries to participate, the last countries will be forced to withdraw each edition. If there are less than 21 countries, only 2 countries will be forced to withdraw. If there are between 22 and 36 countries, 3 countries have to withdraw. If there are two semifinal: 2 relegated countries in semifinals with 20 or less countries, 3 relegated countries in semifinals with 21 or more countries.
4. The new countries will be chosen by the participants from a pre-selection made by the host.
B. Artists
1. Have to be alive.
2. Have to be at least 14 years old.
3. In order to represent a certain country, the artist has to be either...
a) be born there.
b) the child of two parents from there [one is enough for European countries under one million inhabitants and non-European countries under three million inhabitants] OR one parent has lived in the country for at least ten years,
before the artist turned eighteen and the same parent has ancestors from this country.
c) have lived there for at least five years.
4. Rules for songs performed by more than one person:
a) For groups or collaborations, half of the individuals have to fulfill B.3, or at least all the vocalists.
b) Should a song not be allowed for any country because it is performed by singers of many different nations, the song is allowed to participate for the nation(s) it has the strongest connection to. Main artists' connections will be
prioritised over featuring artist (or artists with smaller parts/non-vocalists). The "strengths" of the connections will be judged individually.
C. Songs
1. Can not be older than eight years. (Counting back from the day it was selected as an entry)
2. Have not competed in ESC, have not been selected for ESC or were not competing in a national selection for ESC. Entries that are confirmed or heavily rumored to be considered to be in an internal selection for Eurovision are not allowed until they are confirmed to not be an ESC entry.
3. Covers are not allowed.
4. Can not have more than 25 million views.
5. Have not been in the top 10 of NVSC, Fantasia, the Own Song Contests, BMF, EoF and top 5 of NNMC/NTWIC(N)MC, AVSC, SSC, YND.
D. Participants
1. Have to submit one song with a 25s timeslot and vote. Otherwise, they will recieve a 25% warning.
2. Will be banned from the contest for 3 editions, if they have a warning score of 100%. If someone reaches a warning score of 200%, they will be banned for 10 editions. If someone reaches a warning score of 300%, they will be banned permanently.
3. Participants of the last edition have priority in the confirmation phase, if they confirm in the first five days. They will automatically get a place, even if more than 49 users have confirmed before them. This does not apply to users, who have not voted in the last edition.
E. Voting
1. Is in the Eurovision system.
2. Is mandatory and will be open for at least 5 days.
