made a similar proposition: a selection from the States with the lowest population (the only difference between these proposition was that France didn't specify how many States it would include while Ireland specified it would be between the 10 with the lowest population).

I'm going to use the French-Irish suggestion, and make some little changes to the list of territories suggested by Ireland:

- The District of Columbia will be excluded since it would be complicated to determine if a given singer is from the District of Columbia or from the rest of the city of Washington, which has a population of over 6 millions people.
- I xill play with the 11 States with the lowest population, assuming that the population of 40th, 41st and 42nd States are similar. So that list will be:
Wyoming (577 737 inhabitants in 2018), Vermont (626 299), Alaska (737 438), North Dakota (760 077), South Dakota (882 235), Delaware (967 171), Rhode Island (1 057 315), Montana (1 062 305), Maine (1 338 404), New Hampshire (1 356 458), Hawaïi (1 420 491).
- American territories will also be allowed, given their low population, with the exception of Puerto Rico since it would be ranked 30th if it was a State.
