Partly because they've been entered Eurovision at least once, but it could've been possible for a semi-final at earlier stages than 2004, if there were enough countries for that

Did you know this fact about the Azeri ESC history? Ell and Nikki won with 221 points while Farid Mammadov came 2nd with 234 points. lol.
