My opinion about it: Everyone who want a new country, give his/her nation into a 'pot' Then those nations will be drawn randomly through the people who put a nation in the 'pot' Example: Sweden, Serbia, Russia, Monaco, Finland and the UK are in the pot. The person who got Russia can get randomly Monaco. While the Swedish person maybe gets Sweden again. You understand what I mean?  THAT'S GOOD  |

There's Belgium, Switzerland, France, and Monaco (Random countries). Belgium and Monaco want to swap, but France and Switzerland don't. Belgium and Monaco will be put in a pot, and there's a 50-50 chance of getting either. Switzerland and France remain untouched.
