 Every country can be represent by an artist for represented that country in Eurovision, even if that artist doesn't come from those map zones. So, for example  Cyprus shouldn't borrow anymore but only some  Greek artists who represented the island in Eurovision. Same for  Romania and  Moldova,  Czech Republic and  Slovakia or (  Belarus),  Ukraine and  Russia If the yellow part in  Spain is only  Catalonia then I fully agree. This would be a good change.  |

What friendships? France can borrow from Quebec and so can Portugal from Brazil. Where is it written? Maybe, you have another one self-invented rule. The France/Belgium-Quebec thing stands in the first post. And some musicians in the NS of Portugal are from Brazil, so I guess it is allowed. ^^ And Im sure the language thing was discussed.  Im not insane, not yet. |

This is what I propose (from NVSC7) :  : Catalonia + Pyrénées Orientales + foreign artists that represented the country in ESC : only foreign artists that represented the country in ESC  : Provence-Alpes-Côte d'Azur + Corsica +  Liguria + foreign artists that represented the country in ESC  : Emilia-Romagna + Toscagna + Marche + Umbria + foreign artists that represented the country in ESC  : Lorraine + Champagne-Ardennes +  Belgium + flagnethetlands Limburg  :  Bayern +  German Switzerland +  Vorarlberg + Tyrol + Trentino-Alto Adige  :  Kosovo  :  : Wallons : Nord-Pas-de-Calais Flanders :  The Netherlands : Rhône-Alpes + Franche-Comté + Valle d'Aosta + Piemonte + Liguria + Baden-Würtenberg + foreign artists that represented the country in ESC |
