It's not about what is a country or not. It is about limiting the amount of participaters to not have too many non-qualifiers. Also, there may be two PQRs needed if we get only a few more countries. That would be cool.  |

Egypt and Tunisia replace Kosovo and another country with little music.
The countries will always be 55.
