What does this for my country mean?
Nothing. You can stay with your current country. But other users, who want to join, but there were nearly no free countries anymore, this step was needed. Now, there are definetely enough places for everyone
Can I swich every edition?
Yes, from now on you can, but of course it's still recommended/better if you stay with your country for some editions, but everything is possible now.
From when does this change work?
You can officially change your country for #7 if you already confirmed or change to a worldwide country.
But pay attention that
South Korea , 
USA, and 
Japan are already taken.
You can confirm your participation with any country in the IMF #7 thread!
