He should blame TVR since they did everything (National Selection and stuff) knowing, that they have high debts to the EBU. Also things like "They should have banned them next year or earlier" - NO. This decision was the only right one. NO, they made the decision at the absolutely worst time possible. Why? Because it's too late? (Just weeks before the Contest) - No. The EBU gave TVR multiple chances and didn't want to disqualify them, because they still could have paid Because it's too early? (Should've disqualified them afterwards) - No. Afterwards it wouldn't have such big consequences to TVR and they could take part another year without paying. And therefore they now know, how serious the EBU takes their debt and maybe TVR now knows also how unprofessional their behaviour was.

But after the song was selected, the artist practiced and prepared everything [and they wasted a lot of money this way], its so ridiculous and so mean towards the artist. What sense has it to ban them now? Want they make TVR so angry that they will never participate again?

Wow I just read that due to their debts they might also be not allowed to broadcast the Euro in France in June and the Olympic Games in Rio afterwards.

And yeah they had the debt a very long time but the EBU said that it is finally enough this year. Also TVR had a deadline. If the don't listen to the EBU this is the only right consequence. I mean it's also their fault that the National Selection was just a waste, but they simply should have heared what the EBU said. And towards TVR this is the most massive consequence they could make. Therefore they did ban them now and not earlier/later. TVR should see that you can't joke with the EBU. If they would have made this outta nowhere it would be rude. But they stated early enough and often enough, that TVR finally should pay their debts, otherwise it will have bad consequences. And if they would ban them afterwards it wouldn't be such a punishment, since they could've said "Oh well we didn't want to take part anyways" and therefore the EBU made this decision at the right point
