That is right for Ariana Grande (her parents and even her grand-parents were all born in the USA so even if they are all from Italian origin, we can only speak about roots) but Avril Lavigne's case is a bit different. Her father is Quebecker but he is born in France and thanks to that, Avril Lavigne became officially French in 2011 (she also kept her Canadian nationality of course). 

You certainly noticed the word "theorically" in one of my previous posts.

The borrowing rule refers to "neighbouring nations", and in the case of Monaco, that means French citizens, and Avril Lavigne has a French passport. That gives to France fully right to submit one of Avril's songs to approval. My "theoretically" was because of the expression "in a realistic context", because it is not clear in the sentence if it applies to "neighbouring nations" or to the fact of borrowing. In other words, I don't know if the set of French singers that Monaco is allowed to use is a subset of those that France can use. In some contests, borrowers can use any singer that is allowed by the borrowed nation, and in others, they are limited to "unknown/less known singers" (like in IMF). I don't know in which case we are here.
