Wait, the Kazakh alphabet has changed? from Wikipedia: In October 2017, President of Kazakhstan Nursultan Nazarbayev signed a decree on the phased transition of the Kazakh alphabet from Cyrillic into Latin script by 2025. Okay, if it's only the script

Bosnia-Herzegovina confirms its participation! After the bursting out of the North Vision Song Contest #27's semifinals, BHRT held discussions with the Bosnian Head of Delegation and it was finally decided that the country will participate in in North Vision Song Contest #28. Even if some of the members of BHRT were very skeptical about the Bosnian chances in the current edition, being disappointed that the country was selected to perform as 02, they were still convinced and motivated to continue the participation of the country in the contest.
The next Bosnian representative(s) might be selected internally, as BHRT doesn't afford hosting a national selection (and this aspect was also reflected in the low number of participants in the last BH Vision). Some of the rumored artists to be able to represent Bosnia-Herzegovina, as they have well-connected relations with the BHRT members, are Zuzi Zu, Andreana Cekic or Maya Berovic.
However, this might change in case BHRT receives sponsorship. If so, BH Vision #17 may be held.

RTL confirms Luxembourg's presence at NVSC 28
Since RTL's return to the contest in the twenty-third edition, a new HoD and approach helped to reinvest the public's interest in the contest. From Benjamin Lasnier, who was constantly mocked by the press for his "fuckboy song [sic]" to Krick for being a "popslut [sic]", the contest has only become more popular in the country. These, of course, are just the lower-placed entries which gave publicity. With Wéi Eng? having been used for the past two editions, the public's involvement has only increased. With that being said, RTL can confirm that regardless of any result, Luxembourg will continue to participate.Whether or not Wéi Eng? will continue to serve as Luxembourg's selection method is not known at this time. RTL will first evaluate the options and lobby Luxembourger companies to renew their sponsorship. Once this process is complete, RTL will announce its selection method.

Montenegro confirms for NVSC 28!03/02/19 • BudvaSPACETRAIN's non-qualification to the grand final in Odessa marks a 14th consecutive edition without a final appearance, now officially over half of the contest's lifespan. In spite of this, RTCG have again been quick to confirm that Montenegro will be present for NVSC 28, regardless of their semi-final result and whether they have to participate in the pre-qualification round or not.
"We are very proud of SPACETRAIN regardless of their result," RTCG commented in a statement released just after the semi-final results, "While they didn't make it to the final, they had one of the most hyped Montenegrin entries in North Vision history and showed that we are able to compete with the best countries in the contest. We didn't make it this time, but we're determined to keep going from strength to strength - viewing figures and public interest are both up, especially following Budva's hosting of the pre-qualification round, and we're definitely hoping to draw on this for future editions."
Additionally, RTCG confirmed that Montenegro would use a national selection to decide their entry for NVSC 28, titled Northvizija Crna Gora, "We have been scouting across the country and beyond for potential unearthed Montenegrin talent, and have been very fortunate to find a large enough variety of artists willing to represent us to be able to hold a national selection. Whether it'll become a permanent fixture or not is yet to be seen, we're just looking to try out a variety of methods and see what works best for us."
The national selection is expected to be launched within the coming days/weeks. More information will follow.
Montenegro started their North Vision journey fairly successfully, with Savo Perović's "Iznenađenje" reaching the final and finishing in 20th place. However, this would become one of Montenegro's only four final appearances, and the following 8 edition saw non-qualifications and one withdrawal. The 10th edition brought some surprising and much needed success, and "Odlazim" by Andrea Demirović winning the semi-final and then coming 5th in the grand final brought an unlikely automatic qualification to the Montenegrin track record.
The first and only Montenegrin AQ was widely celebrated, and Jelena Tomašević put up a respectable performance of her entry "Radio Svira Za Nas" and gave the country another 20th place. A withdrawal followed in the 12th edition, but Jelena Kažanegra oversaw the Montenegrin return for NVSC 13 and reached what would be Montenegro's last final to date, finishing in 23rd place. Goga Sekulić and Jasmin Jusić's "Vuče, Lopove" came close to qualifying in the following edition, and a respectable 12th in the semi-final followed from "Preventiva" by Anabela and Boban Rajović, but so far there has been no such luck for Montenegro and it has now been 14 editions since they've seen the final.

Finland to confirm their participation
YLE held today a press conference in Helsinki to announce their future plans in North Vision Song Contest. Before starting the press conference, a minute of silence was held to commemorate Matti Nykänen, who passed away today. YLE immediately announced that they are going to participate in the 28th edition. YLE also announced that they have decided to discontinue Suomalaisen Musiikin Kilpailu and replace it with a new music competition. Pohjoisviisut will be the new national selection to select the Finnish representative. Pohjoisviisut will have two semi-finals, a wildcard round and a final. Pohjoisviisut differs from previous national selections that the qualifiers will not be selected by overall score (except in the wildcard round). Both jury and televote winner from the semi-final will get a place to the final, while the third (and last) place will be selected by the overall score from the remaining songs, meaning that six songs will qualify directly from the semi-finals. The non-qualifiers will get an another chance in the wildcard round where only two can get a place to the final. The final itself will be 50/50 (Jury and Televote). YLE also announced the logo for the national selection which can be seen below YLE promised to announce more about the Pohjoisviisut later. In the meanwhile, YLE also announced two other things: Finland is going to participate in the Nordisk Melodi Grand Prix. The entry will be announced later today. YLE is searching a new co-HoD to help the HoD in voting etc. If you are interested to be the new co-HoD, you should contact the HoD.

Submissions are open for #28!
After successfully qualifying to the grand final last night, RÚV is more than happy to announce that they are now accepting submissions for the upcoming edition. However, there will be a twist, and it's something that the broadcaster will be trying out for the first time.
You, the other North Vision participants, will be able to submit songs to RÚV for the first time, and thus you will play a part in selecting the Icelandic entry for the 28th edition! Since there is no clear indication yet as to whether or not RÚV will host a national selection with the songs you choose, the submissions were open this evening and depending on how many entries received, the broadcaster may host a national selection. All songs submitted will eventually be judged by the HoD and Co-HoD of Iceland.
The form is now open and you can submit songs by clicking here! If you're unsure about which songs already took part for Iceland, you can also check them here.
