I will make just a quick reply. I understand where you are coming from, the fact that two NBU members upgraded seems a bit sketchy, but let me tell you how the withdrawal, swap and draw processes usually go for us.
Usually one of us gets a message stating a person’s withdrawal. We as individual NBU members have NO right to claim that country. That’s not fair, that’s not our game. If the person themselves does not state they want to leave their country to a specific person it will automatically be up for draw.
In the case of me obtaining the position as HoD of France. No signs of withdrawal were shown from Dmitry’s side HOWEVER I had been expressing my interest in France since March 2020. Himself and I had been talking since then. So when he did see himself struggling with time management he decided to withdraw. When he told me he wanted to leave France to a person, I even asked him to who, since I DID NOT want to force him to make a decision he might regret. He left it to me. The rule is installed so countries receive an HoD that already is invested in the country’s music industry, so they don’t have to start from scratch. This happened multiple times in the past to non- and NBU members alike. This rule is not specifically made for council members. F.e. Julian receiving Germany from Florian and Kevin (before he got promoted to being a council member) receiving the United Kingdom from Aless.
Let me state this clearly: there is NOTHING wrong with stating your interest, this can be done by pm or using the swap file (which even has its own thread)
Onto Alper receiving Spain. Yes, I did give Spain to Alper. Why? Because nobody and with that I mean NOBODY had expressed any interest in Spain in the past year. Me knowing that Alper wanted to leave Montenegro as soon as possible made me ask him first. Because I know for a fact he will treat Spain as good or even better than me. Seeing comments made after makes me mad, seeing there were people interested in it, however this does not make me doubt my decision as you all should express your interest in time so an HoD knows this for future events.
Let me be clear the council is transparent in anything that they do, is open towards its HoDs and tries to keep it fair for everyone. As long as the NBU logo is not on top of our post we do thing as individual seperate Heads of Delegation.

Also for future reference: Luiri is first in line for France if I were to leave France by replacing a leaving HoD elsewhere.

RTP, Alexandre de Macedo, confirmed that the nation will definitely be present at the thirty-fourth edition of the contest.
Slovakia and I will be more than happy to continue participating with it for more editions, but tbh I would've loved to at least be able to contend for 
France this edition or 
UK when Kevin got it, but didn't even get the opportunity to have a chance to get them because I didn't know that some HoD is withdrawing at the right time.
