time four our monthly reinvention ! if you might not be aware, i've been attempting to revive the citivision song festival for quite some time. i've gone from here to discord and made countless recaps, but i'm never able to stick quite to an idea. well, over that time i've learned what works for contests and what doesn't. so i've come up with something (kind of) new. it's called the provincial festival.
to be a part of the provinical festival, or pf for short, you can confirm with any first-level subdivision of any u.n.-recognized country, as well as
kosovo and 
palestine (1967 borders). these can be states as in 
the u.s., provinces as in 
canada, or regions as in 
france. it is most often the largest form of division in a given nation. any of these divisions can be used as well as micronations (
, 
) as a whole but keep in mind there is no borrowing. in certain cases (as in 
london or 
seoul), divisions may be combined into a larger urban region, as the divisions agreed upon by the governments of their respective nations are too small. territories and autonomous regions are eligible to participate, but some may be rejected on account of not having a large enough music industry.
because of the low availability of flags for these divisions, you have a few options. if your division has a flag, you are more than welcome to use it to compete. you can also search for redesigns on sites like r/vexillology, but you must credit the original creator when declaring their flag is the one you'd like to use. you can also design your own flag if you'd like.
entries follow the standard rules (no esc songs, no nvsc participants, 33% of vocalists must be form the region). no songs that have participated in cvsf can be used in this contest.
the contest will be held melfest-style. various semi-finals with a maximum of 11 entries will be held. a second chance round will also be held. the amount of entries that can qualify either directly to the grand final or to the second chance round will be determined based on the amount of confirmed participants. the contest will be held as a tour, where various venues throughout the division will be used for each round of competition.
you can confirm for the first edition now !! it will be held in región metropolitana,
chile, since they (santiago) were the last winners of the citivision song festival. the four automatic qualifiers this edition will be región metropolitana, new york, 
london, and 
seoul. the top 3 of this edition will a.q. for our second edition.
